Vulpix is tough to find in the Blue Version of the game, and can't be found at all in the Red version.
In my opinion (Ninetales'), it's best if Vulpix grows to level 42 where it can learn moves such as Confuse Ray (Ghost-move) and Flamethrower. Then use the Fire Stone which boosts its Special Attack.
